Conformance

• All content and functionality is operable with a keyboard alone, and focus is always visible.
• Text and interface elements meet the 4.5 to 1 and 3 to 1 contrast ratios in both light and dark presentation.
• Page structure uses one first level heading, ordered heading levels, landmarks and labelled controls.
• Motion is decorative only, and every animation is disabled when a reduced motion preference is set.
• Bill text, summaries and the Congressional Record are published as structured text rather than images.

Known gaps

• Charts on Congress in numbers

  Figures are available as a data table beside each chart. Direct screen reader narration of the chart itself is still being added.

• Historical scanned documents

  Committee prints published before 1995 exist only as page images. Text versions are being produced as those volumes are digitised.

• Read aloud

  The listen control uses the speech voices installed on your device, so pronunciation of legislative shorthand varies by platform.
